Official Rules – 10/2/2023

1. Eligibility: The Georgia Lottery Corporation's Powerball First Millionaire of the Year® Second Chance Giveaway Promotion ("the Promotion") is open to each eligible original purchaser of a Georgia Lottery Powerball ticket or share legally purchased by a Georgia Lottery Players Club member utilizing the player’s iHOPE® Account through official GLC sales channels between October 2, 2023, and October 15, 2023 (“ENTRANT”). An Entrant must also be a legal resident of the United States, who is 18 years of age or older, and a Georgia Lottery Players Club member with an active iHOPE® Account. No purchases at retail will be eligible to participate in this Promotion. Mailed entries or any other attempted form of entry in this Promotion will not be accepted. An Entrant may only win once in the Weekly Drawings during the Promotion without regard to the number of Weekly Drawings entered and without regard to the number of Eligible Entries submitted; that is, once an Entrant has won a Weekly Prize, other entries by the same Entrant shall be disqualified for another Weekly Prize; however, all Eligible Entries by Entrants will be eligible to be chosen by the GLC for one of the 35 GLC Semi-Finalists for the Grand Prize Trip Semi-Finalist Drawing for submission to MUSL. Employees of the Georgia Lottery Corporation ("GLC" or "Georgia Lottery" or "Sponsor"), IGT Global Solutions Corporation, BBDO Atlanta, Scientific Games, LLC, MDI Entertainment, LLC, Dick Clark Productions, LLC, American Broadcasting Companies, Inc., the Multi-State Lottery Association (“MUSL”), and their respective parent companies, affiliates, subsidiaries, directors, officers, agents, contractors, advertising/promotional agencies, (collectively, "Sponsors"), and immediate family members living in the same household of each are not eligible. Void where prohibited by law.

2. Entries and Drawings: For the GLC Weekly Prize Drawings: Each eligible Entrant who purchases a Powerball ticket or share between October 2, 2023, and October 15, 2023, either (a) online via the Georgia Lottery’s official website at https://www.galottery.com, or (b) via the official Georgia Lottery mobile app (also known as the Georgia Lottery Official App), will be automatically entered once in the Promotion for each Powerball Play purchased, without regard to either the number of drawings or the date of the drawings for which that Powerball Play is wagered. Each such Powerball Play purchased between October 2, 2023, and October 15, 2023, is an eligible entry (“Eligible Entry”). No purchases at retail will be eligible to participate in this Promotion.

For Georgia Lottery Grand Prize Trip Semi-Finalist Drawing: Each Entrant’s Eligible Entries into the GLC Weekly Prize Drawings will additionally be an Eligible Entry to be chosen by the GLC for one of the 35 GLC Semi-Finalists for MUSL’s Grand Prize Trip Drawing. Each Entrant may only be chosen once to be a Semi-Finalist.

Drawings by the GLC are scheduled to occur on the dates shown below. There will be two (2) types of Drawings by the GLC during the Promotion: (A) Two (2) Weekly Prize Drawings as scheduled below. Seven (7) players will win a prize of $1,000 week one (1); eight (8) players will win a prize of $1,000 week two (2); and (B) One (1) GLC Grand Prize Trip Semi-Finalist Drawing to submit thirty-five (35) Georgia Grand Prize Trip Drawing semi-finalists (“Semi-Finalists”) to MUSL (along with semi-finalists from all other participating lotteries). Each Grand Prize Trip Finalist selected by MUSL will receive a trip of a lifetime to New York City for New Year’s Eve festivities, and more, valued at approximately $20,000.00. The Grand Prize Trip is subject to the minimum legally required state and federal tax and other withholdings. The Georgia Lottery will pay the minimum legally required state and federal tax withholdings. Any additional taxes or withholdings that may be due for the winner are the prize winner's sole responsibility.

Additionally, there will be two drawings by MUSL: (A) MUSL will randomly select five (5) finalists (“Finalists”) from the Grand Prize Trip Drawing semi-finalists submitted by all participating lotteries, which may or may not include any of the Georgia Lottery’s Grand Prize Trip Drawing Semi-Finalists; and (B) Each of those five (5) Finalists will additionally have a chance to win the MUSL Grand Prize of $1 Million while appearing on ABC’s Dick Clark’s New Year’s Rockin’ Eve. The random selection of the five (5) Finalists and the chance to win $1 Million will be governed by the Official Rules of the MUSL Powerball First Millionaire of the Year® Second Chance Giveaway Promotion. Per the MUSL Official Rules, all MUSL Grand Prize Trip Finalists must comply with all information requested and required by MUSL or the Grand Prize Trip Prize may be forfeited. Entrants with Eligible Entries submitted between the start and end dates for a specific Weekly Drawing, as shown below, are eligible for that Drawing. Non-winning entries for any Weekly Drawing will not carry over to any subsequent Weekly Drawings. Thus, any Eligible Entry is only eligible for one (1) Weekly Drawing; however, each Eligible Entry will be eligible for entry into the Georgia Lottery Grand Prize Trip Drawing for Semi-Finalists to be submitted to MUSL for the subsequent MUSL Powerball First Millionaire of the Year® drawings. The GLC may assign various promotional names or themes for some or all the scheduled Drawings. However, the entry periods, drawing dates, and prizes awarded for each Drawing shall not be affected thereby. Entry deadlines are subject to change by the Georgia Lottery. Entry submission deadlines and Drawing dates are posted on https://www.galottery.com/ and listed below:

Drawing dates are five (5) days following the deadline for submitting entries for each Entry Period. The GLC reserves the right to change any Drawing Dates.

On each Weekly Drawing date, Eligible Entries will be randomly selected as Weekly Prize Winners from all Eligible Entries received during the corresponding entry period, for a total of fifteen (15) Weekly Prize Winners for the Promotion. On the Grand Prize Trip Semi-Finalist Drawing date, thirty-five (35) Eligible Entries will be randomly selected as the GLC Grand Prize Trip Drawing Semi-Finalists from all Eligible Entries for the Promotion. Each Entrant may only be chosen once to be a Semi-Finalist. Alternate Semi-Finalists may be selected in case of Semi-Finalist disqualification. Odds of being selected as a Weekly Drawing winner, or a Grand Prize Trip Drawing Semi-Finalist depend on the total number of eligible entries received for each Drawing.

The Georgia Lottery Corporation reserves the right to cancel or postpone scheduled Drawings, to conduct additional Drawings and award additional prizes, and/or to substitute prizes of equivalent value or increase the value of prizes awarded for any scheduled Drawings within the Promotion. Any amendments to the Promotion will be posted on the Georgia Lottery Corporation website at https://www.galottery.com/.

Sponsors are not responsible for incomplete, lost, late, damaged, illegible, garbled, misdirected, forged, e-mail or for any technical problems, malfunctions of any telephone lines, computer systems, servers, providers, hardware/software, lost or unavailable network connections or failed, incomplete, garbled, or delayed computer transmission or any combination thereof.

Sponsor is not responsible for any damage to any individual’s computer system/software related to or resulting from participation or downloading any material in this Promotion. CAUTION: ANY ATTEMPT BY AN INDIVIDUAL TO DAMAGE ANY WEBSITE OR UNDERMINE THE LEGITIMATE OPERATION OF THIS PROMOTION IS A VIOLATION OF CRIMINAL AND CIVIL LAW. SHOULD SUCH AN ATTEMPT BE MADE, SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH INDIVIDUAL OR PROSECUTE TO THE FULLEST EXTENT PERMITTED BY LAW.

If, for any reason, the Promotion and the MUSL Powerball First Millionaire of the Year® Second Chance Giveaway Promotion are not capableof running as planned due to, without limitation, errors in these Official Rules, infection by computervirus, bugs, tampering, unauthorized intervention, fraud, technical failures, insufficient sales, epidemicor pandemic, or any other causes outside control of Sponsor which impair or affect the administration, security, fairness, integrity or proper conduct of this Promotion, the GLC reserves the right, at its sole discretion,to cancel, modify, terminate, postpone, or suspend the Promotion. In the event of termination, a notice will be posted on the Georgia Lottery’s website at https://www.galottery.com/.

3. Prizes: All prizes in the Promotion for the Weekly Drawings will be cash prizes in the amount of $1,000.00 awarded to each eligible Weekly Prize Winner; provided, however, inorder to receive the Weekly Drawing Prize of $1,000.00, each Weekly Prize Winner must complete the Georgia Lottery’s normal prize validation process, including completing the Winner Claim Form, and submitting their ID and Social Security Number for receipt by the GLC on or before Noon E.T. on November 27, 2023.

The GLC Grand Prize Trip Semi-Finalist Drawing will award thirty-five (35) Entrants as Semi-Finalists with a chance to be chosen by MUSL to win one of five Grand Prize Trips to New York City. However, to receive the Grand Prize Trip valued at approximately $20,000, a GLC Grand Prize Trip Drawing winner, if any, selected by MUSL must complete the Georgia Lottery’s normal prize validation process, including completing the Winner Claim Form, and submitting their ID and Social Security Number for receipt by the GLC on or before Noon E.T. on November 16, 2023. Per the MUSL Official Rules, all MUSL Grand Prize Trip Finalists must comply with all information requested and required by MUSL on or before November 27, 2023, or the Grand Prize Trip Prize may be forfeited, and the winner may not be eligible to participate for a chance to win in the subsequent MUSL Powerball First Millionaire of the Year ® prizes.

The GLC reservesthe right in its sole discretion to substitute prizes of equivalent value, to increase the value of prizes awarded, and/or to increase the number of prizes awarded in any scheduled Drawing.

If an entry is disqualified prior to the time that the Drawing is finalized, an alternate entry maybe substituted for the entry drawn.Each Drawing may consist of more than one drawing if circumstances occur to invalidate the drawing. Regardless of the number of supplemental Drawings required to complete a Drawing, only the number of Weekly Prizes listed in the table above will be awarded per each Weekly Drawing period. Prizes are not transferable, and no substitutes for prizes will be available, except by Sponsor, which reserves the right, in its sole discretion, to substitute different prizes of comparable value.

4. Notification of Winners The Georgia Lottery Corporation will attempt to contact each winner utilizing the information submitted by the players for their iHOPE® Account, that is, via telephone call at the telephone number provided, by email message at the email address provided, and/or by mail at the street address provided. Any prize winner whose Winner Notification is returned undeliverable due to blocked emails, incorrect address information, expired forwarding address notifications, and/or failure to respond to telephone contacts will forfeit the opportunity to win the prize.

Weekly Drawing Winners, as winners of prizes greater than $600, will be required to complete, sign, and return a Winner Claim form, Affidavit of Eligibility, and Liability/Publicity Release, and furnish his or her Social Security Number for federal and state tax reporting and withholding purposes for receipt by the Georgia Lottery on or before Noon E.T. on November 27, 2023. If, after reasonable attempts to contact a prize winner by the Georgia Lottery Corporation, a prize winner cannot be contacted or does not return any required form(s) or information on or before the prescribed deadlines, the prize may be forfeited. In the event a prize valued greater than $600 is forfeited, an alternate Entrant may be awarded the prize if and only if feasible and consistent with official rules of the MUSL Powerball First Millionaire of the Year® Second Chance Giveaway Promotion. Any Prizes valued greater than $2,500 that are awarded in this Promotion are subject to the debt set off requirements of the Georgia Lottery for Education Act, O.C.G.A. § 50-27-50 et seq. and winners must satisfy those requirements before claiming such Prize. Upon the satisfactory timely return of all required forms and verification of eligibility by each Weekly Prize Winner, the GLC shall award the Weekly Prize in accordance with the Winner Claim form submitted.

Acceptance of a Prize shall further constitute and signify the Prize Winner’s agreement and consent that Sponsor may use the Prize Winner’s name, likeness and/or prize and biographical information worldwide without limitation and without further compensation, except where expressly prohibited by law.

5. General Provisions: The Georgia Lottery Corporation, IGT Global Solutions Corporation, BBDO Atlanta, Scientific Games, LLC, MDI Entertainment, LLC, Dick Clark Productions, LLC, American Broadcasting Companies, Inc., the Multi-State Lottery Association, and their respective parent companies, affiliates, subsidiaries, directors, officers, agents, contractors, advertising/promotional agencies, and employees assume no liability or responsibility for damages, losses, or injury resulting from this promotion or acceptance or use of a prize. All taxes and incidental expenses are the sole responsibility of a Prize Winner. All federal, state, and local laws and regulations shall apply.

By participating in the Promotion, all participants and Prize Winners agree to the Georgia Lottery's Powerball First Millionaire of the Year® Second Chance Giveaway Promotion Official Rules and the decisions of the Georgia Lottery, whose decisions shall be final in all respects and legally binding in all matters related to this Promotion. All participants and Prize Winners agree to release and discharge, hold harmless and indemnify Sponsor and Sponsors against any and all liability whatsoever for any injuries, losses, harm, damage (including but not limited to property damage, personal injury and/or death), claims, actions, costs and expenses (including without limitation, all attorney's fees and court costs) arising directly or indirectly from or in connection with his/her participation in the Promotion, acceptance, possession or use/misuse of the prize or participation in any prize-related activity, including but not limited to any travel related thereto or any goods/services provided in connection with any prize. Participants further acknowledge that Sponsor and Sponsors are in no manner responsible or liable for, any warranty, representation, or guarantee, express or implied, in fact or in law, relative to any prize, including but not limited to its quality, mechanical condition or fitness for particular purposes. Any and all warranties and/or guarantees of a prize (if any) are subject to the respective manufacturers' terms; therefore, Prize Winners agree to look solely to such manufacturers for any such warranty and/or guarantee. Sponsor reserves the right to take such action as it deems necessary to enforce these Official Rules and ensure the fair operation of the Promotion, including without limitation, barring and disqualifying individuals who do not comply with these Official Rules. By entering, participants agree that all issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, participants' rights and obligations, or the rights and obligations of the Sponsor and Sponsors in connection with the Promotion shall be governed by, and construed in accordance with, the laws of the State of Georgia, without giving effect to any choice of law or conflict of law rules. By entering, participants consent to the jurisdiction and venue of the Superior Court of Fulton County, located in Atlanta, Georgia.

Records related to the Promotion (including, but not limited to, Entries, drawing results and winners’ lists) will be retained for a period of one-hundred eighty (180) days after the last Drawing date.

Decisions of the President / CEO: In the event of any situation not provided for in these Powerball First Millionaire of the Year® Second Chance Giveaway Official Rules, or any conflict between any provisions of these rules, the decision of the President/CEO of the Georgia Lottery Corporation, or her designee, shall be final and binding.
